REPORT OF THE CREDIT UNION MANAGEMENT
WORKSHOP - PRESENT AND FUTURE.
17 TO 22 OCTOBER, 2003 - FARMERS SERVICE CENTRE, SAINT -
PIERRE.
1.INTRODUCTION.
The International Credit
Union Day 2003 which fell
on Thursday the 16th of October, 2003 was celebrated by MACOSCLE at
the Farmer's Service Centre, ST. Pierre on the same day.
In that context a Workshop on
Credit Union
Management Present and Future was organized by MACOSCLE in
collaboration with COOPGALOR, a Consultancy dealing with Cooperative
Development worldwide.
The Workshop will undoubtedly
remain one of the
most successful achievements in the history of MACOSCLE. It is indeed
significant to mention that the actual Leadership and Staff of
MACOSCLE including the
President, Mr. B. DORASAMI,
Secretary, Mr. B. EUSTASIE,
Treasurer, Mr. G. MARIAPA,
Committee Member , Mr. G. BHAJUN,
Operations Supervisor, Mr. J.F. MONVOISIN and
Office Secretary/ Accounts Clerk, Miss M.C. RATNA
have been trained by Mr. Z. GALOR at the International Institute of
the Histadrut in Israel.
In organizing the Workshop
the Leadership of
MACOSCLE wished to bring the precious knowledge and vast experience
of Mr. Z. GALOR in the field of Cooperatives to the largest possible
number of our affiliates. By so doing we expected to enlighten and
empower the Leaders of the sector to take appropriate decisions with
regard to its revitalization and re - orientation in the context of
the new globalized and evolutionary economy.
The training acquired by the
participants will now
enable them to upgrade their managerial skills and improve the
services rendered to the members of their Societies. Most of the
notions which guided to us by Mr. Z. GALOR relate to the Cooperative
business at large and are applicable to the other sectors as well.
The outcome of the workshop
has been expressed by
the document of the resolutions of the Workshop drafted by the
Resolutions Committee constituted of the undernamed participants and
presented by Mrs. M. BAZERQUE from F.U.E.L. C.C.U. were unanimously
acclaimed.

RESOLUTIONS.
This Assembly resolves that :-
1. The Cooperative should
belong to its members
and should render to them the best possible service at the lowest
possible cost and should aim for professionalism in its management
and operations. The Cooperative should invest in the services of
professionals.
2. Property Shares at real
market value calculated
by the real value of fixed assets divided by the number of members
should be issued on the basis of one member = one property share;
Property shares should be certified by appropriate official document.
3. The philosophy of the
modern cooperative is to
offer the best possible service to all members and as such we don't
see any need for a Reserve Fund of 25 % which is a "main - mise" on
members' benefits. The Assembly is of opinion that the Reserve Fund
should be abolished entirely.
The existing Reserve Fund should belong entirely to the members, in
proportion to their share holdings.
4. If a member quits the
Cooperative he should
have the right to get the real value of his property share and his
part in the existing Reserve Fund. We fully agree.
5. The Cooperative should
apply the Policy of
competitive pricing taking into consideration the rate of inflation
and the rates should be reviewed at least once a year.
6. The Cooperative should
apply a policy of
interest on credit to its members below the rate of interest on
credit charged by the bank and should apply a competitive policy of
rate of interest payable to its members for their fixed deposits or
shares. Annual inflation to be taken into consideration.
7. The Cooperative should not
look for the surplus
or profit at any rate but will look for the best service for its
members. The Cooperative should keep in its accounts only a margin of
security and this margin of security should be returned to its
members entirely according to participation not at the end of the
year, but immediately when all bills have been paid entirely for the
time that this margin of security has been created. The margin of
security should be the lowest possible taking into consideration the
market practices in this particular field of activity.
8. Every Savings And Credit
Cooperative Society
will enable its members to open fixed deposits accounts to be
remunerated at competitive rates of interest.
